Amends Education Law Section 355(6) to clarify that State University contracts for purchase of library materials including electronic resources are not subject to prior approval by other state officers or agencies

Amends Education Law Section 6218(1) to add library materials (books, serials, and electronic resources) to the list of items City University can purchase without prior approval from other state officers or agencies

Takes effect immediately, with amendments expiring on the same dates as the underlying law provisions they modify
