Establishes a visor communication card issued by the Department of Motor Vehicles to identify drivers with traumatic brain injuries and provide law enforcement with procedures for assisting these drivers during traffic stops.

Requires applicants to submit a doctor's statement confirming traumatic brain injury diagnosis along with an application to the Commissioner of Motor Vehicles in coordination with the Department of Health and Division of Criminal Justice Services.

Charges an annual $10 service fee for the visor communication card in addition to regular vehicle registration fees, with revenues deposited into the New York State Traumatic Brain Injury Fund.

Creates the New York State Traumatic Brain Injury Fund to receive service charge revenues, legislative appropriations, grants, gifts, and bequests, with monies expended only for programs serving persons with traumatic brain injuries.

Allocates $5,000 from the fund to the Department of Motor Vehicles to offset production costs for the visor communication cards in the first year after implementation.
