Amends the New York City Charter to grant the NYC Department of Health and Mental Hygiene concurrent jurisdiction with the State Department of Agriculture and Markets to inspect retail food stores and farmers' markets for compliance with agriculture and markets law.

Inspection results conducted by the NYC Department of Health and Mental Hygiene shall be referred to the State Department of Agriculture and Markets for enforcement proceedings.

Fifty percent of monetary penalties imposed by the State Department of Agriculture and Markets resulting from NYC Department of Health and Mental Hygiene inspections shall be paid to the city's general fund.

Amends the Agriculture and Markets Law to require the State Commissioner to coordinate and cooperate with the NYC Department of Health and Mental Hygiene regarding concurrent jurisdiction over retail food stores and farmers' markets within New York City.

Takes effect 90 days after enactment and expires and is repealed 2 years after the effective date.
