Establishes a new fee schedule for zoning variance and special permit applications, ranging from $1,000 to $11,200 depending on property type and size, plus additional fees for amendments, extensions, and appeals.

Removes Board of Standards and Appeals authority over building code appeals and certificate of occupancy matters, redirecting these to the Commissioner of Buildings or courts of competent jurisdiction.

Transfers all functions, powers, duties and obligations of the Board of Standards and Appeals related to zoning and building codes to the Department of City Planning.

Takes effect ninety days after enactment, with all existing Board of Standards and Appeals rules, regulations, orders and decisions continuing in effect until modified.
