• Authorizes New York City to issue up to 2,000 new taxicab licenses restricted exclusively to vehicles accessible to individuals with disabilities.

• Authorizes issuance of up to 18,000 "Hail Accessible Inter-borough" (HAIL) licenses allowing for-hire vehicles to accept street hails outside Manhattan south of East 96th Street/West 110th Street and outside airports, issued in three phases over three years with escalating fees ($1,500, $3,000, $4,500).
