Allows physicians, physician's assistants, massage therapists, physical therapists, chiropractors, dentists, optometrists, nurses, nurse practitioners, certified athletic trainers, and podiatrists licensed in other states or territories to practice in New York without a New York license if appointed by New York Road Runners for sanctioned events.

Permits these health care professionals to provide services to athletes and personnel registered to train at or compete in New York Road Runners events for four days before through one day after each event.

Extends authorization to seven specific events: Queens Half Marathon (July 1, 2012), Bronx Half Marathon (August 12, 2012), Staten Island Half Marathon (October 7, 2012), ING New York City Marathon (November 4, 2012), Manhattan Half Marathon (January 21, 2012), Brooklyn Half Marathon (May 19, 2012), and New York Half Marathon (March 18, 2012).

Extends the expiration date of the original law from January 31, 2012 to January 31, 2013.
