Amends vehicle and traffic law to add a second residential parking permit area in the town of Harrison, with boundaries running from Harrison Boulevard and Lake Street through Pearl Avenue, Harrison Street, Willow Street, Elmwood Avenue, and other specified streets, returning to Lake Street.

Reduces the minimum percentage of parking spaces that must be available to nonresidents in permit areas from 20 percent to 15 percent.

Maintains the requirement that short-term parking of not less than 90 minutes duration be provided in residential permit areas.

Excludes state highways from the provisions of this section, except as they may be used solely for boundary delineation purposes.

Takes effect immediately upon enactment.
