School district proposition votes must be held on the third Tuesday in May, or the second Tuesday in May if the Commissioner certifies by March 1 that the third Tuesday conflicts with religious observances.

These May elections must occur at a separate time and place from the school district's annual meeting.

The Commissioner, in consultation with the State Board of Elections, may set up to two additional dates for proposition votes that cannot fall between the first Tuesday after the first Monday in November and Dr. Martin Luther King, Jr. Day (the third Monday in January).

The act takes effect 120 days after becoming law, with authority for necessary rule and regulation changes to be completed before the effective date.
