Amends Criminal Procedure Law Section 2.10 to authorize the University of Rochester Board of Trustees to designate certain security services officers as peace officers

Designated peace officers have authority within University of Rochester grounds, buildings, and property in Monroe County, with ability to exercise peace officer powers beyond campus when requested by local law enforcement or when in continuous pursuit of suspects or transporting arrested persons

University of Rochester must provide legal defense and hold harmless applicable municipalities and their officers against claims arising from conduct by these peace officers, except when acting under direct supervision of local law enforcement

Candidates for peace officer designation must take the constitutional oath of office filed with the Monroe County Clerk and complete training requirements including public and private law enforcement instruction established under Education Law Section 6435

Peace officers cannot carry, possess, repair, or dispose of firearms without appropriate licenses issued under Penal Law Section 400.00
