Appropriates $4,821,360,000 for debt service in the General Debt Service Fund for principal, interest, and related expenses on general obligation bonds, special contractual obligations, and revenue bond financing agreements for fiscal year beginning April 1, 2012.

Allocates $502,500,000 for general obligation bond payments for higher education construction, environmental quality, transportation, rail preservation, parks, and clean water/air projects.

Allocates $1,656,960,000 for special contractual obligation payments to various authorities including the Urban Development Corporation, Dormitory Authority, Metropolitan Transportation Authority, and Environmental Facilities Corporation for correctional facilities, universities, transportation, housing, and environmental projects.

Allocates $2,661,900,000 for revenue bond financing agreement payments across economic development, education, environment, general purpose, healthcare, state facilities, and transportation categories.

Appropriates additional funds for housing debt ($12,500,000), health income fund ($33,200,000), state university dormitory income fund ($117,100,000), mental health services ($348,000,000), local government assistance ($406,500,000), school capital facilities ($30,500,000), and highway and bridge trust fund ($960,300,000).
