Establishes the precise boundary line between Orange and Sullivan Counties running easterly from Rio Reservoir to Shawangunk Kill, based on a joint agreement reached August 12, 2002 and field surveys conducted by Lanc & Tully Engineering and Surveying, P.C.

Defines the boundary through 135 specific courses and distances with marked monuments, including references to roads, utilities, waterways, and the Otisville Correctional Facility.

Redefines a boundary line originally surveyed by Charles G. Woodward and Stephen W. Royce and filed in the Orange County Clerk's Office on April 26, 1870.

Provides that no adjustment of monies between the counties shall be made for taxes collected or accrued prior to the act's effective date.

Takes effect immediately upon enactment.
