Requires the Commissioner of Investigation to be appointed by the mayor with City Council advice and consent, and subjects the commissioner to a security clearance investigation by a state or federal agency.

Mandates the Commissioner of Investigation to produce an annual report no later than April 30th of each year, which shall be made available to the public upon request at reasonable cost.

Grants Inspectors General the authority to compel witness attendance, administer oaths and affirmations, and examine persons as necessary during investigations.

Transfers appointment authority of Inspectors General from approval by the Commissioner of Investigation to direct appointment by the Commissioner for each city agency, including the police department, and requires security clearance investigations for all appointed Inspectors General.
