Allows licensed farm distilleries to apply for permits to sell liquor in sealed containers for off-premises consumption at the State Fair, recognized county fairs, and not-for-profit farmers' markets, with a distillery representative required to be present at the time of sale.

Permits farm distilleries to conduct consumer tastings of their liquor at approved locations including the State Fair, recognized county fairs, and not-for-profit farmers' markets, in addition to tastings at their licensed premises.

Maintains existing restrictions prohibiting farm distilleries from making retail sales through remote orders (letter, telephone, fax, email) or shipping by common carrier.

Requires the Liquor Authority to promulgate rules and regulations governing farm distillery tastings at off-premises locations.

Takes effect 180 days after enactment, with authorization for the Liquor Authority to adopt necessary rules and regulations immediately upon passage.
