Amends Public Health Law to require general hospitals with a newborn nursery or providing obstetric services to offer Bordetella pertussis (whooping cough) vaccinations to parents, persons in parental relation, and anticipated caregivers of newborns

Maintains existing requirement for hospitals with neonatal intensive care units to offer annual influenza vaccinations between September 1 and April 1

Requires hospitals to provide the vaccination if requested, or provide information on where vaccination can be obtained if the person declines or defers

Exempts hospitals from offering vaccination to individuals who have already received the vaccine or for whom it is medically inappropriate

Takes effect 180 days after becoming law
