Extends the deadline for the City of Buffalo to issue serial bonds or notes under special sales provisions from June 30, 2012 to June 30, 2013

Permits Buffalo to arrange underwriting of bonds or notes through negotiated private sales, with compensation provided by negotiated fee or by selling bonds at a discount to par value and accrued interest

Allows Buffalo to conduct private placement sales of bonds or notes through negotiated agreement with negotiated fee compensation

Classifies underwriting and private placement costs as preliminary costs under local finance law

Requires State Comptroller approval of the terms and conditions of any such bond or note sales
