Authorizes the Hartsdale Fire District in Westchester County to offer retroactive membership in the optional twenty-year retirement plan (Section 384-d) and additional pension benefits (Section 384-e) to firefighter Paul Liberatore, who failed to apply timely through no fault of his own.

Requires the Hartsdale Fire District to file a resolution with the state comptroller by December 31, 2012, certifying that Liberatore's failure to participate was not due to his own negligence.

Allows Liberatore to elect coverage under Sections 384-d and 384-e by filing a request with the state comptroller by June 30, 2013, with full rights and benefits retroactively applied.

All past service costs and increased annual contributions resulting from Liberatore's retroactive membership shall be borne solely by the Hartsdale Fire District, estimated at $51,700 in immediate past service costs and $12,300 in additional annual contributions.

Takes effect immediately upon enactment.
