Establishes a seven-member commission on managerial or confidential state employee compensation to be created every four years beginning April 1, 2012

Commission shall examine pay levels and non-salary benefits for managerial or confidential state employees and recommend whether adjustments are warranted for the following four-year period

Commission composition includes three members appointed by the governor, one each by the senate temporary president, assembly speaker, and comptroller, and one by the Organization of NYS Management Confidential Employees

Commission shall consider factors including administrative salary withholding since 2008, economic conditions, inflation rates, unionized employee compensation levels, and compensation in government, academia, and private sector

Commission recommendations regarding salary adjustments shall have the force of law and supersede conflicting provisions of civil service law unless modified by statute before April 1st of the applicable year, with a report due within 150 days of establishment
