Requires the Department of Health Commissioner to establish a program screening newborn infants for congenital heart defects through pulse oximetry screening.

Mandates that all birthing facilities licensed under Article Twenty-Eight of the Public Health Law perform pulse oximetry screening on every newborn at a minimum of 24 hours after birth.

Requires facilities to report screening results and other relevant data to the Department of Health in a manner and format determined by the Commissioner.

Takes effect 180 days after becoming law, with the Commissioner authorized to adopt necessary regulations immediately upon enactment.
