Establishes a composite teacher and principal effectiveness score comprising three subcomponents: state assessments/comparable measures (20-25%), locally selected student achievement measures (15-20%), and other measures of effectiveness (60%), with specific scoring ranges for highly effective, effective, developing, and ineffective ratings.

Requires school districts and boards of cooperative educational services to adopt evaluation plans by July 1, 2012, subject to commissioner approval, with evaluations conducted annually and provided to teachers/principals by September 1 of the following school year.

Creates a local appeals process allowing teachers and principals to challenge the substance of reviews, adherence to standards and methodologies, and implementation of improvement plans, prohibiting use of contested evaluations in disciplinary proceedings until appeals conclude.

Establishes special procedures for New York City public schools including "Year One" and "Year Two" status for teachers, with independent validators reviewing Year Two teachers' evaluations and limiting union panel appeals to 13% of ineffective ratings based on harassment or non-performance-related reasons.

Authorizes expedited removal proceedings for teachers in Year Two status with consecutive ineffective ratings where independent validators agree, with a rebuttable presumption of incompetence and requiring district to prove pattern of ineffective teaching.
