Establishes a Prescription Pain Medication Awareness Program within the Department of Health to educate the public and health care practitioners about risks of controlled substance pain medications

Requires a public health education media campaign by September 1, 2012, including an internet website with information on opioid risks, addiction resources, and proper medication disposal locations

Mandates creation of a work group by June 1, 2012, composed of experts in palliative care, chronic pain management, and addiction medicine to develop continuing medical education recommendations and training materials for health care professionals

Directs the work group to provide outreach to health care professional organizations to promote continuing medical education on appropriate prescribing practices, with recommendations submitted by January 1, 2013

Requires annual reports to the Governor and legislature starting March 1, 2013, detailing opioid overdose deaths, emergency room utilization, addiction services usage, and recommendations to reduce opioid addiction
