Allows three named Sullivan County deputy sheriffs (Scott Galligan, Sean Grady, and Rose Ionta-Tocco) to participate in the twenty-five year retirement benefit plan under article 14-B of the Retirement and Social Security Law despite missing the original election deadline.

Requires eligible deputy sheriffs to file their election to participate with the state comptroller on or before December 31, 2012.

Makes the reopening available only to those who failed to make timely elections "for reasons not ascribable to their own negligence."

Sullivan County bears all past service costs and implementation expenses, including a one-time payment of approximately $7,650 and increased annual contributions of approximately $4,500 beginning in fiscal year 2013.

Takes effect immediately upon enactment.
