Validates and ratifies bond anticipation notes and renewal notes issued by the Village of Webster (Monroe County) from 2006-2011 totaling approximately $1.415 million for three projects: sewage treatment plant grit system reconstruction ($715,000), water tank reconstruction and painting ($400,000), and sewage treatment plant upgrades ($500,000).

Acknowledges that the notes were issued in violation of local finance law because the village board failed to adopt required bond resolutions subject to referendum before issuance, certain notes were renewed after maturity dates, and some notes exceeded the five-year renewal limit.

Authorizes the Village of Webster to issue new bonds or renewal bond anticipation notes up to $590,000, $255,000, and $455,000 respectively for the three projects without requiring a permissive referendum.

Allows the village to issue one additional renewal bond anticipation note maturing no later than October 4, 2013 for the first two projects and permits flexible installment payment dates through that date.

Takes effect immediately upon enactment.
