Amends the Rochester school facilities modernization program act to exclude debt service payments on bonds, notes, or other obligations issued to finance up to $325,000,000 in school modernization projects from calculations of the city's required local funding ("city amount") under Education Law Section 2576

Excludes only debt service related to Rochester school modernization projects from maintenance of effort calculations, while preserving normal maintenance of effort requirements for all other district funding

Requires the RSC board to include specific information in its comprehensive school facilities modernization plan regarding financing options, project costs, personnel roles, diversity goals, and how local funding will be secured annually

Requires the RSC board to hold multiple public hearings in each potentially impacted neighborhood before developing the comprehensive modernization plan to ensure public input and community discussion

Takes effect immediately upon enactment
