Eliminates the requirement for special elections to fill vacancies occurring on or after January 1st and before five days prior to the nomination submission date for cooperative educational services boards.

Allows cooperative educational services boards to fill such vacancies by appointment instead, with the appointed person serving until the next annual election.

Removes the special election requirement that previously applied to vacancies occurring after July 1, 1993 and before January 1, 1994.

Maintains special election procedures for vacancies occurring prior to January 1st or within five days before nomination submission through the end of the school year, with elections to be held within 45 days of the vacancy.

Takes effect immediately upon enactment.
