Amends the definition of "covered project" under public authorities law to broaden the entity that can be involved in hotel or convention center development agreements, replacing "recipient of authority financing" with "entity the authority enters into an agreement with"

Applies the revised definition to projects where a hotel or convention center is a principal function, the entity or its contractor/subcontractor develops the facility, the authority has substantial proprietary interest, and the facility will have more than fifteen employees

Removes the June 30, 2012 expiration date for section fourteen-a of chapter 506 of the laws of 2009, making provisions of the authorities budget office permanent

Takes effect immediately upon enactment
