Amends Social Services Law to make permanent the assisted living program expansion provisions that were previously set to expire on September 1, 2013

Authorizes assisted living programs with fewer than 75 beds in counties with populations between 110,000 and 150,000 (based on 2000 Census) to increase beds by up to 30 percent when unable to accommodate individuals awaiting placement

Allows programs that received initial authorization to further increase beds by up to 25 percent of their July 1, 2005 bed level if still unable to accommodate waiting individuals

Eliminates the sunset provision and reporting requirements that were part of the original demonstration program authorization

Ensures individuals already placed in these programs prior to the law's expiration remain authorized to continue receiving services and state funding
