Amends the Alcoholic Beverage Control Law to allow the State Liquor Authority to issue a retail license for on-premises alcohol consumption within 200 feet of a church, synagogue, or other place of worship, notwithstanding existing prohibitions.

License applies exclusively to a food or beverage retail premises located on specific property in Ulster County: three building lots (5, 6, and 7) on the northeasterly side of Union Avenue in Kingston, between Thomas and Cornell Streets.

Property description references a historical map from 1888 and two deed recordings from the 1870s establishing prior ownership and conveyance of the described land.

Takes effect immediately upon enactment.
