Establishes comprehensive licensing requirements in New York Labor Law Article 32 for elevator contractors, mechanics, and inspectors engaged in design, construction, installation, inspection, maintenance, alteration, and repair of elevators and related conveyances.

Requires elevator contractors to obtain licenses and permits before commencing work, with elevator mechanics needing four years of documented experience plus examination passage, or completion of recognized apprenticeship programs or training.

Mandates certificates of operation for all new conveyance installations valid for one year (three years for private residence platform and stairway chairlifts), with fees waived for private residence platform and stairway chairlifts.

Creates the New York State Elevator Safety and Standards Board consisting of nine appointed members representing manufacturers, labor, contractors, inspectors, building owners, and fire marshals, plus four ex-officio members from state commissioners.

Establishes the Elevator and Related Conveyances Safety Program Account in the State Finance Law funded by licensing fees to offset administration costs, with rules and regulations to be implemented within 180 days of enactment.
