Amends Civil Service Law Section 80 to establish layoff and demotion procedures for sworn members of police agencies (as defined in Executive Law Section 835), excluding certain agencies already covered under existing subdivisions

Requires suspensions or demotions among officers holding the same or similar positions to be made in inverse order of original appointment on a permanent basis in the grade or title

Credits original appointment date from the previous governmental jurisdiction for officers transferred between jurisdictions due to function transfers, preserving their seniority rights

Prioritizes suspension or demotion of probationary employees before permanent employees when positions are abolished or reduced

Takes effect immediately upon enactment
