Allows boards of cooperative educational services (BOCES) to contract with charter schools for special education services, expanding the entities that can provide these services.

Permits charter schools to provide special education programs and services at multiple locations and to arrange for services to be delivered at sites other than the charter school's main location.

Clarifies that charter schools operating programs at different locations for special education or English language learner services are deemed to be operating at a single site for regulatory purposes.

Enables charter schools to arrange special education services through other charter schools or BOCES in addition to the student's school district of residence or directly.

Takes effect immediately, with certain provisions subject to expiration and reversion under prior law.
