Amends the Real Property Tax Law to limit base proportion increases for the 2012-2013 assessment roll in Suffolk County approved assessing units to one percent, matching the restriction previously applied to 2005-2009 assessment rolls.

Restricts current base proportions of any property class from exceeding the previous year's adjusted base proportion by more than one percent for the 2012-2013 assessment roll.

Requires legislative bodies of approved assessing units to adjust current base proportions between classes so that the sum equals one when the one percent limitation would otherwise be exceeded.

Takes effect immediately upon enactment.
