Authorizes the Village of Sands Point (Nassau County) to allow police officer Casey Wall to participate in the optional 20-year retirement plan under Article 22 of the Retirement and Social Security Law, despite missing the original election deadline through no fault of his own.

Requires the Village of Sands Point to file a resolution with the State Comptroller by December 31, 2012, certifying that Casey Wall's failure to timely elect was not due to his own negligence.

Permits Casey Wall to file an election request with the State Comptroller by June 30, 2013, to be covered under Article 22 with full associated rights and benefits.

Village of Sands Point must bear all past service costs associated with implementing this provision.

Estimated annual contribution increase of approximately $160 for the Village of Sands Point in fiscal year ending March 31, 2013, with a refund of member contributions but no additional past service cost.
