Adds occupational therapy assistant with an associate's degree from an accredited program as a new category of limited permittee under New York education law.

Requires occupational therapy assistants to practice under the direct supervision of a licensed occupational therapist or licensed physician, and limits their practice to public, voluntary, or proprietary hospitals, health care agencies, or schools providing services for handicapped children.

Permits occupational therapy assistant students to engage in clinical practice under the direction and supervision of either a licensed occupational therapist or an authorized occupational therapy assistant.

Removes the provision allowing occupational therapy assistant students to work with authorized occupational therapy assistants without direct supervision from a licensed occupational therapist.

Takes effect 90 days after enactment, with authorization for the commissioner of education and board of regents to promulgate necessary rules and regulations prior to implementation.
