Amends the restaurant-brewer license to allow sale of beer brewed on premises to other retail licensees through a New York State licensed beer wholesaler, including commonly owned affiliate licenses

Increases the annual beer production limit from 5,000 barrels per premises to 20,000 barrels in aggregate for persons holding one or more restaurant-brewer licenses

Classifies restaurant-brewers as "retailers" under sections 101 and 106 of the alcoholic beverage control law

Permits restaurant-brewers to also hold licenses to sell liquor at retail under sections 54, 54-A, 55, 55-A, 79, or 81, or sections 64, 64-A, 64-B, and 64-D

Prohibits manufacturers or wholesalers of alcoholic beverages from obtaining a restaurant-brewer license
