Establishes that any new public library system created through merger on or after April 1, 2012 must receive state formula aid no less than what the merging component systems received in the fiscal year before the merger was approved by the Commissioner

Establishes that any new reference and research library resources system created through merger on or after April 1, 2012 must receive state formula aid no less than what the merging component systems received in the fiscal year before the merger was approved by the Commissioner

Applies protections to mergers approved under Education Law sections 272, 273, and 285 for public library systems and section 272 for reference and research library resources systems

Takes effect immediately upon enactment
