Amends the Alcoholic Beverage Control Law to add "Sons of the American Legion" and "American Legion Auxiliary" to the list of organizations that qualify as a "veterans club"

Allows these organizations to obtain alcoholic beverage licenses under the same conditions as other qualifying veterans clubs, provided they operate on a non-profit basis for social, patriotic, or benevolent purposes

Defines a "member" of a veterans club to include persons holding valid identification cards from their national organization, allowing cross-membership recognition within affiliated chapters or lodges

Requires all clubs to appoint an alcoholic beverage officer from their membership to file applications and documents with the authority, subject to authority approval

Takes effect immediately upon enactment
