Authorizes the Commissioner of General Services to transfer the Hoosick Falls Armory (located at 80 Church Street, Hoosick Falls, Rensselaer County) to the Hoosick Area Partnership for Parents and Youth, a 501(c)(3) charitable organization, for one dollar.

Hoosick Area Partnership for Parents and Youth must submit an application to the Office of General Services within one year of the act's effective date in the form of a board-approved resolution accepting the use restrictions.

The transferred land must be used exclusively for community programs including education, recreation, health and wellness, civic groups, cultural and youth associations, veterans affairs, public safety, and historic preservation.

The conveyance includes a covenant requiring the land be used for the specified purposes, with the property reverting to New York State if the organization fails to accept or use it for those purposes.

The act takes effect immediately upon passage.
