Amends Public Authorities Law Section 1676(b)(2) to authorize the dormitory authority to finance and/or refinance equipment or acquire, construct, reconstruct, develop, improve, expand and equip facilities for the Young Men's Christian Association-Women's Community Center of Rome, New York Incorporated

Amends Public Authorities Law Section 1680(1) with identical authorization language for the dormitory authority regarding the same YMCA-Women's Community Center facilities and equipment

Designates all contracts entered into by the dormitory authority under this act as state contracts under Executive Law Article 15-A

Deems the Young Men's Christian Association-Women's Community Center of Rome, New York Incorporated a contracting agency for purposes of this act

Takes effect immediately upon enactment
