Proposes a constitutional amendment to section 9 of article 1 of the New York Constitution to authorize a separate state lottery game dedicated to community funding

Directs net proceeds from the new lottery game exclusively to a community grant fund for nonprofit organizations providing educational, recreational, cultural, senior, veterans, or social services programs

Limits eligible recipients to tax-exempt community groups organized under paragraphs three or four of section 501(c) of the Internal Revenue Code as amended

Includes volunteer ambulance services among eligible programs for grant fund allocation

Requires referral to the first regular legislative session following the next general assembly election and publication for 3 months before such election, per constitutional amendment procedures
