Amends Public Authorities Law Section 1096 to add the town of Kendall in Orleans County to the list of towns served by the Monroe County Water Authority.

Expands the authority's power to purchase, lease, construct, and develop water supply systems in Kendall alongside existing service areas in Monroe, Genesee, Ontario, and Orleans counties.

Authorizes the Monroe County Water Authority to sell water at retail to individual consumers and at wholesale to municipalities and water systems in Kendall for domestic, commercial, industrial, and public purposes.

Requires any agreement between Kendall and the authority for water service to be subject to approval by the Orleans County legislative body.

Takes effect immediately upon enactment.
