Expands the Randolph Academy union free school district's authority to acquire, purchase, lease, or operate territory in either Cattaraugus County or Erie County, New York, subject to state education department consent.

Allows the Randolph Academy union free school district to operate educational facilities in union free school district number three in the town of Hamburg, Erie County, with territory reverting to Randolph Central School District or Frontier Central School District upon lease termination.

Authorizes the Randolph Academy union free school district to operate, purchase, or lease territory and facilities formerly or currently known as the Hopevale union free school district and assets owned by Hopevale, Inc.

Permits the Randolph Academy union free school district to assign and pledge state and local public funds to the state dormitory authority for financing, acquisition, construction, and improvement of facilities in Cattaraugus or Erie counties, subject to commissioner of education approval.

Takes effect immediately upon enactment.
