Authorizes the New York City Parks and Recreation Commissioner to transfer a parcel of land in Queens, Block 490, Lot 100 (containing 2,120 square feet or 0.049 acre), to the New York City Housing Authority

Requires the transferred parcel to be permanently operated and maintained for open space and recreational purposes under the jurisdiction of the NYC Housing Authority and Parks Department

If the parkland received federal Land and Water Conservation Fund financing, the transfer cannot occur until NYC complies with federal requirements, including obtaining approval from the Secretary of the Interior and providing equivalent substitute parkland

Provides that any transferred land used for public park purposes shall revert to the NYC Department of Parks and Recreation upon termination of such use

Takes effect immediately upon enactment
