Creates new Vehicle and Traffic Law Section 510-D requiring persons whose Class DJ or Class MJ learner's permit or license is revoked or suspended to complete an approved motor vehicle accident prevention course before reinstatement of driving privileges

Specifies that completion of the required course for DJ/MJ permit or license holders does not entitle individuals to point reduction or insurance premium reduction under Insurance Law Section 2336

Amends Insurance Law Section 2336 to exclude motor vehicle accident prevention courses completed pursuant to Vehicle and Traffic Law Section 510-D from eligibility for three-year insurance premium reductions

All accident prevention courses must be monitored by the Department of Motor Vehicles and include instruction components in "Road Rage" awareness and "Work Zone Safety" awareness as defined by the commissioner

Act takes effect 90 days after becoming law, with Insurance Law amendments subject to expiration and reversion provisions from prior law
