Amends the Public Authorities Law to modify the composition of the Niagara Frontier Transportation Authority by changing language regarding a second non-voting member position.

Changes the appointed non-voting member representative from the "disabled community" to "people with disabilities" and expands the representative role to include the "transit dependent community."

Removes the provision allowing the authority chair to exclude the non-voting member from attending portions of meetings held under executive session provisions of the open meetings law.

The non-voting member serves a five-year term and is appointed by the governor but does not count toward determining a quorum.

Takes effect on the same date as legislative bills S.6536 and A.9455 regarding Niagara Frontier Transportation Authority composition.
