Amends Environmental Conservation Law to require that a portion of revenue from unredeemed container deposits be deposited into the Environmental Protection Fund instead of the general fund, beginning in fiscal year 2013-2014

Establishes a graduated deposit schedule: $10 million in FY 2013-2014, increasing by $10 million annually until reaching $56 million in FY 2018-2019 and thereafter

Requires the Comptroller to retain sufficient amounts from collected revenue to cover refunds before depositing remaining funds to either the general fund or Environmental Protection Fund according to the specified schedule

Specifies that Environmental Protection Fund allocations under this law are in addition to any other money already allocated or appropriated to the fund

Amends State Finance Law to add unredeemed container deposit revenue to the sources of funding for the Environmental Protection Fund
