Amends Public Authorities Law Section 1096 to explicitly authorize Monroe County Water Authority to purchase or lease water supply and distribution systems in the towns of Canadice and Richmond in Ontario County.

Expands the authority's ability to construct, develop, acquire, and operate water systems in Canadice and Richmond alongside existing authorized territories in Monroe, Genesee, and other specified counties and municipalities.

Permits the authority to sell water at retail to individual consumers and at wholesale to municipalities and water systems in Canadice and Richmond for domestic, commercial, industrial, and public purposes.

Requires any agreements between the authority and municipalities outside Monroe County to be approved by the legislative body of the contiguous county where the municipality is located.

Takes effect immediately upon enactment.
