Amends Family Court Act to authorize support magistrates to hear and determine proceedings related to child support license suspension, previously restricted to judges.

Removes reference to "subdivision five of section four hundred fifty-four" from the list of issues support magistrates cannot adjudicate, thereby allowing them to review support collection unit denials of challenges to driving privilege suspensions.

Establishes that support obligors have 35 days to file written objections to a support collection unit's denial of a license suspension challenge, with the support collection unit having 10 days to file a rebuttal.

Requires the court to rule within 45 days on objections, either denying them and remanding to the support collection unit or affirming them if the unit's determination is based on clearly erroneous facts or legal errors.

Takes effect 90 days after becoming law, with provisions subject to expiration and reversion dates established under existing law.
