Establishes a 30-day deadline for the Department of Health to deem certificate of need applications for eligible federally qualified health center capital projects complete, with 20 business days for applicants to correct deficiencies.

Requires the Department to approve or disapprove eligible capital projects within 90 days of deeming the application complete, with automatic approval if no action is taken within that timeframe.

Defines "eligible capital projects" as those with budgets of $3 million or more funded in whole or in part by federal PHS Section 330 funds or federal Capital Development-Building Capacity and Immediate Facility Improvements Grant Programs, excluding projects involving establishment of new operators.

Exempts capital projects under $3 million funded through the specified federal programs from certificate of need requirements, but requires the Department to establish rate accounting mechanisms, licensure requirements with associated fees, and deem such facilities eligible for uncompensated care reimbursement.

Directs the Commissioner to promulgate regulations to implement these provisions, with applicants able to proceed under existing certificate of need regulations until new regulations are in effect.
