Mandates municipalities issuing dog licenses collect and submit surcharges of at least $1 for altered dogs and at least $3 for unaltered dogs to the commissioner for animal population control purposes.

Clarifies that dog license fee revenues cannot be used to subsidize cat spaying or neutering except as provided in the animal population control statute.

Makes technical corrections to cross-references in sections relating to dog seizure procedures and county animal population control programs.
