Authorizes the Commissioner of General Services to transfer and convey land formerly used as an armory in Rome, Oneida County to the City of Rome for one dollar.

The land comprises approximately 4.623 acres and is bounded by Black River Boulevard and other surveyed landmarks as specifically described in the legislation.

The City of Rome must submit an application for the transfer within one year of the act's effective date.

Property must be used by Rome's recreation, electrical, parks departments and recreational programs, with title reverting to New York State if the property ceases to be used for these purposes.

The act takes effect immediately upon enactment.
